Although rather a manual surf than an autosurf program, I am listing Traffic Pods today because their site goes live in about 2 hours. You can register but not surf for credits yet. The site itself is organized in a certain number of "Pods". A Pod is a group of members which, if they are all active, can receive a great amount of traffic. The whole system is sorta competitive so you can be sure that you will only cut it if you are actively surfing...
Once you make it into the top Pods by surfing a lot (or buying the Pro membership of course) you will get major traffic not only from your downline but also from the other Pods.
Well, this is the system in a nutshell. It's a bit more complicated than this but oh well, go have a look at it :)
